George XuRegional Center Principal/CEO
George Xu is the founder and the principal of the Century New York City Regional Center (CNYCRC). Mr. Xu is also the founder and the President of Century Development Group, a real estate development company based in New York City. With nearly 20 years of real estate holding and development experience, he has worked on over a million square feet of real estate developments; mixed-use developments including residential, hospitality, office, and retail. The total value of his completed projects is calculated to be over $237, 000,000. The net worth of his current and developing projects is anticipated to be over $421,000,000. The total assets of his projects is over $658,000,000.
He has also worked in all phases of assembly, acquisition, finance, design, construction, marketing and sales. Mr. Xu’s projects have involved close collaboration with the City of New York, as well as the State of New York on issues including zoning, land use, and environmental matters, and he provides marketing oversight and policy guidance for the Regional Center’s operations. Mr. Xu holds a Bachelor of Science degree in Electrical Engineering and Computer Science and a Master of Science degree in Computer Science from Polytechnic University, New York.
Qili Li, MDRegional Center Principal
Qili Li, MD, FACOG, is a principal of CNYCRC. Dr. Li has been in private practice for more than15 years specializing in the field of Obstetrics and Gynecology in downtown Flushing, Queens County, New York City. Dr. Li attended the Sophie Davis School of Biomedical Education. She graduated Magna Cum Laude. After receiving her Medical Doctor degree from New York Medical College, Dr.Li completed her internship and residency training in Obstetrics/Gynecology at North Shore University Hospital at Manhasset, New York. Dr.Li is board certified in the specialty of Obstetrics/Gynecology. She is a fellow of the American College of Obstetrics/Gyneoclogy (ACOG). In recent years, Dr. Li has expanded her interest/investment into real estate. She is currently involved in several real estate development projects ranging from high end condominiums to hotel construction.
Mona Shah, ESQEB-5 Immigration Attorney
Mona Shah is our EB-5 Immigration Attorney. Born in the UK, Mona graduated from the University of Northumbria in England in 1990. Mona was admitted as a Solicitor of the Supreme Court of England & Wales in 1993, and was admitted to the New York Bar and the United States Federal Bar in 1997.While in England, Mona trained with various firms before her appointment as a Crown Prosecutor with the British Crown Prosecution Service, Here she became proficient in advocacy, handling several complex cases. After moving to New York, she established her own law firm in New York City in 1997. The firm handles legal matters for clients worldwide. Mona has over 19 years of legal experience, with more than 15 years concentrated in U.S. immigration and litigation.Mona’s extensive knowledge of all facets of U.S. immigration law and her practical expertise ranges from specialist business petitions to complicated, multi-issue deportation and removal litigation. Her firm, Mona Shah and Associates, represents individual, high profile and corporate clients from all over the world.Mona is highly proficient and experienced in EB-5 law and practice, and is the author of a published book for investors on the EB-5 laws and procedures (EB5 for the Chinese Investor, available on Amazon). Mrs. Shah has hands-on experience setting up, working with and establishing EB-5 Regional Centers nationwide, as well as an impressive track record of many years handling complex immigration matters, including private non-regional center investor cases. In addition, she has dealt with complex, multifaceted RFE’s for both the Regional Centers as well as for the Investor.
Mrs. Shah was also one of the 4 original founders of New York City Regional Center and the only Immigration Attorney on the team. Mona also founded the New York Immigration Fund, RC; her firm, Mona Shah & Associates, exclusively handled the Times Square Hotel project. Today, Mona Shah & Associates formulates, structures and handles EB-5 project work for multiple projects, both direct and regional centers, as well as handling multiple EB-5 Investor petitions.
Mrs. Shah has authored and published numerous articles including EB-5 related articles. She has written and spoken extensively on immigration law, both in the US and overseas. She is often featured as a guest speaker at legal seminars and has appeared on local television news programs. Mrs. Shah also previously hosted a cable television program focused on immigration issues. She has been honored for her work by various groups and non for profit organizations.
Mrs. Shah is a member of legal organizations in both the United States and England (UK). She is a member of the Law Society of England and Wales; the American Immigration Lawyers Association; the Federal Bar Association; the New York County Lawyers Association; the American Bar Association; and the International Bar Association.
Jack LeeEB-5 Managing Director
Free Lee Moon (Jack) is the Managing Director for EB-5 projects of Century New York City Regional Center, a division under Century Development Group. After his business management training at Guangzhou College of South China University of Technology, Mr. Lee has engaged in Sino-US trade for many years. He owns good business connections between China and the United States, and is well aware of China’s current economic policy. Mr. Lee worked at securities firm in Wall Street and specialized in world currency exchange fund transactions. As a result, Mr. Jack Lee has gained rich experience in international finance. He is also an experienced expert in the real estate field with the United States Real Estate Professional Qualification. Mr. Lee is successful in fields of residential as well as commercial real estate in New York City and Long Island. Through his vast financial and real estate experience, he is expected to aid our EB-5 clients not only successfully gain their lawful permanent residence, but also expand their international investment and development in the United States; therefore create a bright future for them..
Michael LiangEB-5 Asia Marketing Director
Michael Liang is an Asia Marketing Director of the Century New York City Regional Center and the senior business ambassador of in FOCUS – TF Media Group Inc. Prior to this, he was the vice president of the “New York Center” of the Asian American Business Development Center, stationed in China. In the past, he was a public relation specialist who helped establishing and maintaining relationships for prominent figures such as China’s senior government officials, top entrepreneurs, political delegations, U.S. senators and officials. Over the years, Michael has been playing an important role in strengthening international trade and promoting cultural activities between China and the U.S.
James LiEB-5 China General
Jun Li, our China General Manager for EB-5 projects of Century New York City Regional Center (CNYCRC), has worked as an American education expert for many years. Mr. Li is the president of Sino-America Science and Culture Exchange Foundation (SASCEF) and Columbia International Education Center (CIEC).
For many years, Mr. Li has engaged in the study of American top-ranked college system and admissions. Although admissions have grown brutally competitive and increasingly unpredictable, Mr. Li have cracked the admissions code with his solid resources and strong connections with top colleges in the United States. The field is expanding to serve numerous students applying to college every year who lack of competitive academic background. Barry ClarkEB-5 Representative, Vietnam
A seasoned executive with 35 years of proven success in global business development, investment banking, entrepreneurial venture formation and growth, Barry Clark is the President of Bering Partners LLC, a full-service immigrant investment and business consulting company. Until August 2015, Barry was the director of strategic alliances of the Northeastern State University (NSU) Partnership Center. Prior to joining NSU Barry served with the Oklahoma Department of Commerce for fifteen years. His positions included regional director, director of global business services, and director of international trade offices. In the mid-1990’s, he launched his first entrepreneurial venture by moving to Vietnam and building one of the first successful American consumer-goods businesses in that emerging market. Barry went on to represent the Disney company publications and the State of Oklahoma in Vietnam. He was also among the founding members of the Vietnam chapter of the American Chamber of Commerce. Earlier in his career, Barry spent twelve years as an investment banker with Prudential Securities and Merrill Lynch working with private and institutional clients, including Fortune 500 corporations. Barry Clark was also an infantry officer in the United States Marine Corps and holds a Bachelor of Science degree in Business Communications from Phillips University in Oklahoma.
Dessie ApostolovaMarketing Consultant, Vietnam
Dessie Apostolova brings extensive executive experience in global business development, trade and investment, higher education, government relations, and international protocol to her position as the Managing Director of Bering Partners LLC, a full-service immigrant investment and business consulting company. Until June 2015, Dessie worked as the director of global business development for the Northeastern State University (NSU) Partnership Center. In this capacity she was a member of the Association to Invest in the U.S.A. (IIUSA). For eleven years prior to joining NSU, Dessie Apostolova served on the Oklahoma Department of Commerce global business services team as director of international trade, director of international offices, and international protocol and development officer. Earlier in her career Dessie worked in her home country of Bulgaria on USAID, IMF, World Bank, and other international development projects, involving legislative, political, economic, and civic initiatives advancing the democratic and market economy transition throughout Central and Eastern Europe. Dessie holds a Bachelor’s degree with a double major in Business Administration and International Relations from the American University in Bulgaria and a Master’s degree in International Relations from the University of Oklahoma.
Omar Hakim, ESQ. - Securities AttorneyRegional Center Corporate Counsel
Omar offers our clients years of experience in both securities law and corporate law, including SEC compliance, corporate structure, corporate finance, mergers and acquisitions. Omar is able to draw on his experiences at major federal regulatory agencies and bodies, broadening MSA’s EB5 practice.
Omar earned his J.D. at the University of Virginia where he was a member of the Tax Review, and further earned his Master of Laws in Securities and Financial Regulation at the Georgetown University Law Center. He earned his B.A. in Economics at Georgetown University with minors in Computer Science and Arabic. He has also passed the Chartered Financial Analyst Level I exam.
He is admitted to practice law in New York and the District of Columbia.
Anthea QuanDirector of Accounting Controller
Anthea Quan serves as the director of accounting controller for CNYCRC. She is responsible for the accounting, financial reporting, and audit functions. Ms. Quan also performs management of operating cash flow and financial analysis for development projects and investor distribution. She is passionate about accounting and has experience working with a variety of small businesses. Ms. Quan graduated from Yanbian University in China with a bachelor of mathematics. She is fluent in Chinese, English and Korean.

Tracy LawDirector of Project Management
Tracy Law is the director of project management of CNYCRC. Ms. Law is responsible for a full spectrum of the operation to ensure projects are done on time and within budget. Her constant communication with contractors and architects provides a strong network of relationships in the field. She is responsible for supervising and coordinating OS&E and FF&E. She is integral in bringing new hotels to full operation. Ms. Law graduated with a Bachelor of Science degree in Accounting from Queens College, City University of New York.
